The time spent by a train in a station while passengers get on and off is compared with the time to be spent waiting (e.g. in the station) until an oncoming train passes by so that the track ahead is free to use. This is designed to ensure that the oncoming train enters the station whilst the other train is picking up/dropping off passengers or has just finished picking up/dropping off passengers.
