PROBLEM TO BE SOLVED: To obtain products without cracks at a groove part, a groove shoulder part, or the like of a ring product caused when special steels of a difficult-to-process property is cold rolled at a good yielding by cold rolling a surface layer of a material ring composed of special steels whose hardness after spheroidizing exceeds a given value after it is decarbonized to a given depth or more.;SOLUTION: The surface layer of a material ring composed of a special steel whose hardness after spheroidizing exceeds 90 HRB, for example, a SUJ steel containing 0.50 wt.% or more Si, is decarbonized to depth of 0.40 mm or more, and then is cold rolled. For example, a steel for a bearing containing 1.0 wt.% Si is hot rolled with Assel mills into a steel pipe of required outside diameter and thickness, and is spheroidized so as to generate a decarbonizing layer on the steel pipe surface at depth of 0.45 mm by atmosphere adjustment. The steel pipe, whose internal hardness is 98.8 HBR, is cut into the required length by a cut-off cutting machine to form a blank 1.
