PURPOSE: To properly evaluate a hot environment or the like for every living situation by converting a reply value to the hot environment for every living situation and environment into a numerically represented environment and controlling the hot environment based on the conversion value. CONSTITUTION: A researcher presents factors such as stability, peaceful feeling deemed to be suitable for evaluating a hot environment to a person to be researched by using an inquiry presenting part 1. The person to be researched inputs the hot environment of an inquired space through a reply input part 2. A reply evaluation value converting part 3 holds respective values in a data structure, reads an average value and a standard deviation from a statistical data storing part 6 stored in a statistical conversion data storing part 4, executes computation, obtains an inquiry number standardized reply value, calculates factor scores, gets an evaluation value, and outputs the calculated evaluation value to an evaluation value output part 7. Thus, the environment is evaluated. Then, the environment is controlled for every living situation based on the evaluation value.
