PROBLEM TO BE SOLVED: To provide an IC card area management system and an IC card application system capable of efficiently realizing a multi-application scheme by connecting plural IC card issuers, plural application issuers, plural stores, and plural users with each other. SOLUTION: An IC card mutual operation company 20 borrows an spare space of an IC card area, stores personal certification information in a prescribed area of the spare area, previously acquires an application from an application issuer's terminal of an application issuer 30 and stores the acquired application in a terminal of the company 20 itself. When the necessity of supply of the application to an IC card is generated in a store 40, the company 20 collates prescribed personal certification information presented by a user 50 with personal certification information stored in the user's IC card instead of the application issuer 30, executes certification and installs the application.
