PROBLEM TO BE SOLVED: To suppress a construction cost, to easily recognize and moreover record the scale or the occurrence time of an avalanche, regardless of the existence of commercial power supply, and to generate an alarm as required. ;SOLUTION: A single vibration sensor 28, having a predetermined sensitivity provided for each of detecting poles 20, 21 detects detection pulse as a vibration level, a natural disaster determining part 29 determines the existence of the occurrence of natural disaster, such as an avalanche or determines a scale of the natural disaster stepwise, based on the deselected detection pulse and predetermined thresholds 1-4.
