PROBLEM TO BE SOLVED: To provide the identification information embedding device that embeds identification information to image data in the mode where identification information from image data with identification information embedded thereto is extracted without original image data. SOLUTION: An orthogonal transformation processing section 11 applies orthogonal transformation processing to original image data 21 of N×M pixels to generate coefficient distribution image data where weight coefficients of N×M sets are arranged in a matrix. A coefficient extract processing section 12 extracts L sets of weighting coefficients corresponding to respective signal of identification information from the coefficient distribution image data. A coefficient replacement section 13 specifies a value closest to a weighting coefficient among all input values of embedded functions where a signal of identification information corresponding to each weight coefficient is an output and replaces the weighting coefficient by the specified value. A coefficient embed section 14 embeds the weighting coefficient replaced by the coefficient replacement section 13 into coefficient distribution image data. An inverse orthogonal transformation section 15 executes inverse orthogonal transformation processing to the coefficient distribution image data embedded by the coefficient embed section 14.
