PROBLEM TO BE SOLVED: To return a value to a new cellular telephone when a cellular telephone with an electronic money function fails to disable the electronic money function.;SOLUTION: When a cellular telephone 7a becomes disabled, the user requests a certification authority 102 to issue a certificate of disabling. The user sends the certificate and a copy of an identification card to an electronic money center 101. The electronic money center 101 identifies by personal information on the identification card the cellular telephone 7a associated with it in advance, and refers to history information about the cellular telephone 7a to calculate a value balance disabled in the cellular telephone 7a. After the user purchases a new cellular telephone 7b and registers it in the electronic money center 101, the electronic money center 101 sends an add command to add the balance value in the cellular telephone 7a to the cellular telephone 7b.
