PROBLEM TO BE SOLVED: To provide an average travel time calculator, an average link travel time calculation method, and an average link travel time data structure, for accurately calculating average link travel time by effectively utilizing both road traffic information from a road traffic information communication system and probe information from a probe information communication system.;SOLUTION: Based on travel time data on respective links included in road traffic information from a VICST and in probe information from the probe information communication system P, respectively, a microcomputer 30 calculates a medium value and an arithmetic average value of link travel time for each link.
