PPROBLEM TO BE SOLVED: To provide a system for creating a duplicate ID card to be created from a facial portrait on paper. PSOLUTION: This duplicate ID card creating system has an image reading means for creating image data by reading an area which is larger than the facial portrait and which includes the facial portrait on the paper, and a control means for creating facial image data for the creation of the card by using the image data.
