PROBLEM TO BE SOLVED: To reduce a labor in charge settlement using the vessel carried by a user, deterring an illegal use of a forged prepaid card in charge settlement, and suppressing environmental destruction caused by a disposable vessel.;SOLUTION: (A): A non-contact electronic tag 31 is provided on a vessel 21 itself. By providing a means for retaining balance information and an individual number, charge settlement is electronically completed through one time of wireless transmission/reception. (B): In addition to (A), at the time of reloading the balance, a premium service can be performed by making it possible to reload an amount of money larger than a purchase amount. (C): In addition to (A) and (B), a means for storing use history information is provided in the vessel 21 itself, thereby enabling the service according to a use frequency.
