Colloidal dispersion of rare earth vanadate or phosphovanadate particles includes a complexing agent with a pK above 2.5 or an anion of a water-soluble monobasic acid with a pKa of 2.5-5, provided that the vanadate particles have an average size of no more than 6 nm. Independent claims are also included for: (1) a process for producing the above dispersion, comprising adding vanadate and optionally phosphate ions to a dispersion having a pH of at least 7 and comprising a rare earth compound and the complexing agent or anion; adjusting the pH to at least 9; and heating the mixture; (2) a device comprising a glass or quartz substrate equipped with transparent electrodes and coated with a transparent film of the above dispersion.
