PURPOSE: To actively utilize chlorine dioxide(ClO2) which has high oxidizing power(bactericidal ability) compared with conventional chlorination, does not produce a carcinogenic substance and is relatively inexpensive and conveniently used. CONSTITUTION: The system comprises a raw material injection means(40) for supplying a mixed solution of an aqueous sodium chlorite(NaClO2) solution that is a raw material and brine(NaCl) that is an electrolysis accelerating agent to a cation region of the diaphragm electrolytic cell and supplying the brine that is an electrolysis accelerating agent to the cation region of the diaphragm electrolytic cell; a diaphragm electrolytic cell on which a cation-exchange membrane is formed to electrolyze an aqueous chlorine dioxide(ClO2) solution from the aqueous sodium chlorite(NaClO2) solution supplied to the cation region of the diaphragm electrolytic cell; and a gas-liquid separator(50) comprising a container which has a certain size to separate pure chlorine dioxide gas from the aqueous chlorine dioxide solution produced in the cation region of the electrolytic cell, and in which a plurality of degassing promoting members are filled, an inflow pipe(53) formed on an upper part of the container so that the aqueous chlorine dioxide solution flows in the inflow pipe, an exhaust pipe(54) which is formed on an upper part of the container, and on which an ejector(70) is installed so that the ejector directly ejects the pure chlorine dioxide gas generated from the aqueous chlorine dioxide solution into a pipe(90) of raw water to be treated, a through pipe(55) which is communicated with an external air, and a lower part of which is extended to the bottom of the container so that the external air flows in the through pipe, and a discharge port which is formed on the lower part of the container to discharge an aqueous solution from which most of chlorine dioxide gas is separated.
