PURPOSE: Provided are a self phase conversion type reversed phase microemulsion and a process for producing a self phase conversion type reversed phase microemulsion polymer excellent in early dispersibility in water solution. CONSTITUTION: The self phase conversion type reversed phase microemulsion is produced by using an emulsifier which is two or more component emulsifying system containing 1-50% of a reactive emulsifier with HLB of 2-6 and 50-99% of a nonionic emulsifier with HLB of more than 10. And the self phase conversion type reversed phase microemulsion polymer is produced by using an aqueous phase containing at least one ethylene unsaturated monomer, an oil phase, and the emulsifying system, wherein the weight ratio of the aqueous phase and the oil phase is 1:1-2:1.
