PURPOSE: A system and a method for removing dissolved organic matters are provided to remove the dissolved organic matters by removing the turbidity matters in coagulation/sedimentation process after phase transition of the dissolved organic matters onto the surface of the turbid matters by dosing inorganic turbid matters. CONSTITUTION: The system comprises a mixer(4) for mixing dissolved organic matters contained in raw water flown in from an intake reservoir with inorganic turbidity matters and flash mixing chemicals added such as coagulant with the raw water; an inorganic turbid matter injector(10) for injecting inorganic turbid matters into the mixer before injecting coagulant into the mixer; a chemical injector(3) for injecting chemicals such as coagulant into the mixer; a flocculation basin(5) for inducing second flocculation by causing collision between particles in the raw water flown in from the mixer; a settling basin(6) for discharging the flocculated and settled matters by flocculating and settling the raw water flown in a slow agitating equipment; and a filter basin(7) for filtering sediment of raw water from the settling basin.
