PURPOSE: A method for estimating the location of a mobile phone by using presently received radio wave characteristic information and previously measured radio wave characteristic information is provided to exactly estimate the location of a mobile phone by constructing a measurement information database for target regions of location estimation and comparing constructed information with actual information collected from a mobile phone. CONSTITUTION: In the case of measuring radio wave characteristic information at a measurement point by using a measuring device, the measuring device receives radio waves from many adjacent BSs(Base Stations). At this moment, the measuring device basically receives a single signal for a BS, but signals received via an adjacent BS also exist. Accordingly, the measuring device stores radio wave characteristic information for the signals received via the adjacent BS as well as radio wave characteristic information for the signal received from each BS. In this way, the measured data are constructed as a characteristic information database.
