PURPOSE: A river bank with a waterproof bank core, and a construction device and a construction method thereof are provided to prevent a water from leaking from a river bed to the earth's surface through the lower part of the bank and to prevent degradation of river by constructing the waterproof bank core to the middle part of the bank. CONSTITUTION: In a river bank(20) with a waterproof bank core(100), the waterproof bank cores are formed to the middle part of the river bank. The waterproof bank core is laid under the ground to the depth deeper than a river bed(10) and is united by a coupling unit and continued in the longitudinal direction of the river bank. The lower end of the waterproof bank core is formed more deeply than the difference in the height of the earth's surface(30) and the river bed if the earth's surface is lower than the river bed. A wall body support unit(300), restricting the upper end of the waterproof bank core, is installed to the upper end of the waterproof bank core, to prevent inclination toward the river side.
