PURPOSE: A molten steel vortex inhibitor having offset structure on upper and lower layers is provided which reduces mixing of slag and improves yield of molten steel at the same time by fundamentally preventing generation of vortex when discharging molten steel from ladle into tundish. CONSTITUTION: In a molten steel vortex inhibitor for preventing the slag(112a) in an upper part of molten steel is mixed into molten steel discharge port(140) as vortex is generated at the molten steel discharge port(140) inside the ladle(100) at the end of molten steel injection when molten steel(112) is injected into tundish from ladle(100) in the continuous casting process, the molten steel vortex inhibitor having offset structure on upper and lower layers comprises a lower layer part(10) on which a cut surface(12) for partially blocking the molten steel discharge port(140) is formed; and an upper layer part(30) an upper part of which shields the cut surface(12) of the lower layer part(10), and on which cut surfaces(32) are formed in such a way that center of the cut surfaces(32) is deviated from the center of the cut surface(12) of the lower layer part(10), wherein a pillar(50) integrally formed on the upper layer part(30) is connected to the lower layer part(10) to form a two layered structure on which a gap (t) is formed between upper layer part(30) and lower layer part(10) so that molten steel channel through the cut surfaces(32) of the upper layer part(30) is deviated from the center of the molten steel channel to be connected to molten steel channel through the cut surface(12) of the lower layer part(10).
