PURPOSE: A vegetation panel of a retaining wall for public works is provided to let plants grow smoothly on a concrete retaining wall or a rock slope. CONSTITUTION: The vegetation panel of a retaining wall for public works comprises the steps of fixing a wire net in a rectangular steel plate angle(2) which is a skeleton of a panel(1), attaching a vegetation sheet made of porous woven fabrics or gauze packing paper on the outside of the wire net, and attaching a vegetation layer(6) which is composed of compost, wheat flour functioning as thickening adhesives, and seeds of plants on the outside of the woven fabrics.
