PROBLEM TO BE SOLVED: To avoid payment of a facility use charge unduly imposed on the user for the time spent for waiting for the turn for payment.;SOLUTION: The user inputs into a payment booking machine 2 a request for his booking for payment and the identification number of the garage he used before paying to a charge payment machine 3 the amount involving the time from entry into the facility to the start of payment. The payment booking machine 2 treats the booking request time as the payment booking time and sends the payment booking time and the garage identification number to a processing unit 4 for registration corresponding to the garage identification number in a storage unit 6. The processing unit 4, upon receiving a request from the charge payment machine 3 for charge calculation, treats the payment booking time as the payment start time in the calculation in case the predetermined conditions of crowdedness are satisfied, and reports the payable amount to the charge payment machine 3 for settlement. Thanks to the appropriately predetermined conditions for crowdedness, the time that the user spent for waiting for payment is excluded from the payable amount.;COPYRIGHT: (C)2003,JPO
