PROBLEM TO BE SOLVED: To provide a method for easily and accurately setting at least one of a occurrence limit line of a non-linear sediment disaster, a refuge reference line and a warning reference line to individual slopes or individual mountain streams, taking slope factor or mountain stream factor into consideration, and also to provide a warning and refuge support system using the method.;SOLUTION: This setting method of two steps includes: a process of analyzing data containing a plurality of slopes different in latent degree of risk, and constructing at least one of the occurrence limit surface of non-linear sediment disaster to the slope or mountain stream, the refuge reference surface and the warning reference surface to the slope or mountain stream from three-dimensional rainfall data having the effective amount of rainfall, the hyetgraph and the latent degree of risk; and a process of setting at least one of the occurrence limit line, the refuge reference line and the warning reference line as a contour line to the latent degree of risk. For example, CCR model of DEA is used, and as an envelope surface of generated data, a three-dimensional non-linear occurrence lower limit surface containing the latent degree of risk is constructed.;COPYRIGHT: (C)2004,JPO
