PROBLEM TO BE SOLVED: To stabilize the road surface of a paved road by preventing the outflow of sand laid under a road surface member and the subsidence of the road surface member due to the movement of the sand in a paved road, of which the surface is structured of multiple road surface members such as road surface forming blocks.;SOLUTION: The paved road R is structured of crushed stones 1 laid into a layer at a required thickness on the ground G in a construction part, a water permeable sheet 2 laid on the crushed stones 1, a sand retaining structure 3 laid on the water permeable sheet 2, sand 4 filled in the sand retaining structure 3, and multiple road surface forming blocks laid in the top surface of the sand 4 layer. The sand retaining structure 3 is formed by assembling multiple two-kind elastic structures 30a or the like in the vertical direction and the horizontal direction to form a grid structure. An edge forming the lower side of the structure 30a is provided with a drain gutter 32. Each sand retaining part 33 of the sand retaining structure 3 is filled with the sand 4.
