PPROBLEM TO BE SOLVED: To provide a camera hand shake detecting device which can easily be incorporated in a small unit and to provide a camera hand shake detecting method and a hand shake influence relieving device relieving influence of hand shake with a simple constitution. PSOLUTION: A subtraction circuit 3 detects a differential value of each pixel between a plurality of frames obtained at a prescribed time interval and image data displayed by the differential value is obtained. A blocking part 4 divides image data displayed by the differential value into a plurality of blocks. A binarization part 5 binarizes the blocked data to "1" or "0" by a size of the differential value against a first reference value. An estimation part 6 counts the number of the blocks where the pixels whose values are "1" exist among a plurality of the blocks based on binarized image data.
