PROBLEM TO BE SOLVED: To provide a double-layer hot rolling roll made of cemented carbide having the outer ring member made of a wear-resistant cemented carbide exhibiting excellent hardness and strength at high temperatures.;SOLUTION: The outer ring member of the double-layer hot rolling roll is made of the wear-resistant cemented carbide, has structure in which the outer ring member made of the wear resistant cemented carbide and an inner ring member made of high toughness cemented carbide are integrally joined, and is composed of: the cemented carbide having a composition, by mass, of 5 to 10% Co, 1 to 6% Ni and 0.4 to 1% Cr as a binder phase component; 5 to 15% composite carbo-nitride of Ti and W which satisfies a compositional formula: (Ti1-XWX)(C1-YNY)Z, ( where, in atomic ratio, X is 0.1 to 0.4, Y is 0.1 to 0.4 and Z is 0.95 to 1.05) as dispersed phase forming component; and the balance composition of tungsten carbide with inevitable impurities as a dispersed phase forming component.
