PROBLEM TO BE SOLVED: To provide a honeycomb panel made of paper at a low cost, having a light weight, rigidity and high toughness, and a method for manufacturing it. SOLUTION: The method for manufacturing a honeycomb panel structure comprises the steps of spreading under tension a dense non-porous cellulose sheet having air permeability of 30 ml/min or less to form a cell-like structure, applying aqueous solution to the structure, then heating to stabilize the structure, coating the obtained cell-like structure with a thermosetting resin, and curing it. As the cellulose sheet, a glassine sheet is suitable. The applied solution can contain a flame retardant component by dissolving or dispersing.
