The tension bar (10) is connected to the lower part (2) of the tensioner (1) and/or the tensioning counter-part (11) on the belt or tarpaulin (9) with a degree of play at right angles to the plane of the belt or tarpaulin. The tensioner comprises a tension lever-hook module with a single-arm clamping lever (4) pivotally connected to the lower part of the tensioner, and a hook (7) pivotally connected to the lever. The hook is engageable with a fixed position counter-part on the belt or tarpaulin. A clamping bar transfers tension force from the lever to the belt or tarpaulin.
