The door or window opener has a stone work (1) for the frame (3) of a window or door and a fastener (4) for the door or window (5) to be rotatably positioned. The rotating function has a padding (1a) against the stonework and an opening stopper (6) which prevents the door/window from being opened too far. The frame is fixed with bolts (8) and has a rotating housing (9) with gliders (26).
