The optimal code creation method involves generating (2k-2t) first order Reed-Muller codes from 2k first order Reed-Muller codes, based on k input information bits. The method includes selecting t linearly independent kth order vectors, and generating 2t linear combinations by linearly combining the t selected vectors. 2t punctured positions are calculated, corresponding to the 2t linear combinations. (2k-2t) first order Reed-Muller codes are generated by puncturing the 2t puncturing positions, from the 2k first order Reed-Muller codes. INDEPENDENT CLAIMS are included for an encoding apparatus, a method of receiving (2k-2t) coded symbols from a transmitter, and for an apparatus to receive the symbols.
