The permanent way (1) with rails (2), for rail traffic and especially streetcars and tramways, has a shrouding insulation (7,10) wholly around each rail against the surrounding ground which is electrically neutral. The insulation material gives an electrical insulation against the surrounding ground, and blocks any flow of ions. The insulation material is of bitumen and/or asphalt and/or rubber.
