PURPOSE: Provided are an apparatus and a method for treating highly concentrated nitrogenous wastewater, the apparatus and method being capable of treating wastewater with low C/N ratio stably, economically, and effectively. CONSTITUTION: The method comprises the steps of denitrifying by reducing nitrate and nitrite nitrogen to nitrogen gas using nitrifier and organic substance in wastewater in anoxic zone; lowering C/N ratio of the wastewater after the denitrification step by oxidizing and decomposing organic material in the wastewater using aerobic microorganism attached to polyurethane carrier in a first aeration tank; partially nitrifying organic nitrogen compounds and ammonium nitrogen contained in the treated water by the first aeration tank to nitrate and nitrite nitrogen by using ammonia oxidizer and nitrite oxidizer which are attached onto polyvinyl alcohol carrier; returning a portion of the treated water by the second aeration tank to the anoxic zone; and settling the treated water by the second aeration tank in a settling zone, decanting supernatant of the settling zone and returning a portion of sludge to the anoxic zone. The apparatus comprises an anoxic zone(1) for denitrifying by reducing nitrate and nitrite nitrogen to nitrogen gas; a first aeration tank(3) for oxidizing and decomposing organic material contained in wastewater; a second aeration tank(5) for partially nitrifying organic nitrogen and ammonium nitrogen to nitrate and nitrite nitrogen; a treated water return pipe(11) for returning a portion of treated water by the second aeration tank(5) to the anoxic zone(1); a settling tank(9) for settling sludge of the water treated by the second aeration tank(5) and discharging decanted water thereof as final treated water; and a sludge return pipe(13) for returning a portion of sludge of the settling tank(5) to the anoxic zone(1).
