PURPOSE: A wavelet transform based apparatus for compressing an image for transmitting and storing the image in a DVR(Digital Video Recording) system is provided to reduce time required for compressing the image by reducing time required for motion estimation. CONSTITUTION: An input image is compressed and restored by using a wavelet transform algorithm. Multiple solution sub-band images are obtained in the wavelet transform. The multiple solution sub-band images are divided into a low frequency component band and high frequency component bands. The low frequency component band is compressed and restored by using a DCT(Discrete Cosine Transform) and an entropy coding. In compressing low frequency component band, only parts having motions are compressed by using motion estimation. The high frequency component bands are compressed by using zero-tree coding.
