PURPOSE: A method for estimating motion based on probability sampling is provided to select pixels for an SAD(Sum of Absolute Difference) operation for searching full pixel motion based on probability, thereby reducing calculation amount, time required for calculation, and complexity of hardware. CONSTITUTION: A full pixel estimator divides a current frame to be compressed into macro blocks and estimates motion vectors by the full pixel in a search area of before or after reference frame. A half pixel estimator estimates the optimum motion vector by the half pixel based on the motion vector by the full pixel. Pixels in a regular block are selected in an X-axis direction at the probability of 1/2, and a Y-axis direction at the probability of 1/2.
