The cooler (1) has a frame (13) to accommodate two air circuits that are thermally coupled to heat exchanging walls (4) located within fins, which break thermal, laminar and thermal humidity boundary layers. The wall and the fins are coated with porous hydrophilic cement e.g. portland cement, to absorb, to retain and to relinquish water for cooling the walls and the fins. A wetting unit provides an evaporable liquid. An Independent claim is also included for a building with doors/windows with a frame.
