PROBLEM TO BE SOLVED: To provide a quality control assurance method that can assure quality control of communication independently of a data quantity of image information and a state of a network so as to easily manage quality control assurance and to provide a quality control assurance device, and a network connection device.;SOLUTION: A frequency band controller 14 is provided with a reception means 31 that receives video information from a network; a transmission means 32 that transmits the video information to other network; a storage means 33 that stores a warranted number of video image patterns by each prescribed time and a received video image patterns by each prescribed video information depending on at least either of video information sender and destination; and quality control assurance means 30, 34 that interleave video information sent from the network depending on number of warranted video image patterns and number of received video image patterns and transmit the interleaved video information to the other network in order to solve the task above.;COPYRIGHT: (C)2003,JPO
