PROBLEM TO BE SOLVED: To provide a temperature and humidity regulation device and method, that facilitate temperature and humidity exchange, throughout the surface of a water-permeable membrane. SOLUTION: In the temperature and humidity regulation device for the reactant gas of a fuel cell, which is a device for heat exchange and humidity exchange between supply gas and outlet gas of a fuel cell, a multilayer porous membrane, having as surface layers two layers of different pore diameters separates a high humidity gas passage part and a low humidity gas passage part, the surface of the layer of the multilayer porous membrane with the larger pore diameter is positioned on the side of the high humidity gas passage part, and the surface of the layer of the multilayer porous membrane, with the smaller pore diameter, is positioned on the side of the low humidity gas passage part. The temperature and humidity regulating method uses the device.
