PROBLEM TO BE SOLVED: To solve the problems of omission and oversight of design information regarding execution limiting time since it is difficult to handle design information regarding state transition linked with the design information regarding the execution limiting time when the conventional program to perform operations of the state transition is designed. SOLUTION: This program development support system specifies event information, action information and limiting time information to indicate the execution limiting time of actions by associating it with the action information as state transition information by a state transition editor 1 and simultaneously specifies component information. A program automatic preparing means 3 generates a program to follow the state transition information and the component information by selecting program components from a program component storage part 9 based on the component information and using the selected program components. In this case, a processing to count actual execution time of the actions, to compare the measured actual execution time with the execution limiting time and to present its result is included in the program to be generated.
