PROBLEM TO BE SOLVED: To provide a communication charge imposing method, a communication charge imposing program and a recording medium for recording the communication charge imposing program that can effectively utilize a usual access environment in an office or a home or the like to the Internet and use a wireless access or the like to provide a communication service at a public spot. SOLUTION: In the case of making communication with a wireless terminal 2, a wireless terminal 1 inquires of a management server 7 about location information of the wireless terminal 2 through an available wireless base station 3. The management server 7 informs the wireless terminal 1 about the location information of the wireless terminal 2 and starts collecting utility information of the wireless base station 3 utilized by the wireless terminal 1 and of a wireless base station 5 utilized by the wireless terminal 2. Upon the receipt of an end notice of communication from the wireless terminal 1, the management server 7 records the utility information of the wireless base stations 3, 5 as charging information of a user of the wireless terminal 1, collects a telephone utility charge from the user on the basis of the charging information by each prescribed period and pays a provider of the wireless base stations for a base station utility charge.
