PROBLEM TO BE SOLVED: To avoid packet transmissions from being concentrated to a specific server.;SOLUTION: The packet repeating apparatus is provided with a storage means 25 for storing addresses of a plurality of servers and access right dispensation possibility information of the respective servers (a), a server access right managing means 23 for returning an address of a server capable of dispensing an access right to a packet transmission source terminal when a packet containing a server access right acquisition request is received and for storing the address of the extracted server and the address of the server access right acquisition request transmission source terminal in the storage means 25 while relating the addresses (b), and a packet repeating means 27 for exchanging an incoming destination address of a packet with the address of the server stored in relation with the address of the terminal when the packet is received from the terminal which acquires a server access right and for exchanging the transmission source address of the packet with the address of the packet repeating apparatus (c).;COPYRIGHT: (C)2004,JPO
