PROBLEM TO BE SOLVED: To reduce the costs of both a job seeker and a job offering enterprise by matching the needs of the both against each other more accurately and speedily. ;SOLUTION: The job seeker accesses a human resource site through a portable telephone set and registers his or her personal information (1). The human resource auction site gets qualification certificates of the job seeker from respective qualification institutions (2, 3). Each qualification institution requests a communication carrier to collect the charge for qualification certificate issue (4). The communication carrier adds the qualification certificate issue charge to the communication charge that the job seeker pays to the communication carrier and substitutively collects the qualification certificate issue charge (8). The human resource auction site publishes the personal information on the job seeker and opens a human resource auction. Job offering enterprises participate in the auction and bid payable salaries for job seekers meeting job offer conditions (5).
