PROBLEM TO BE SOLVED: To enable an operation of administration reflecting true popular wills by giving various evaluations on proposals from citizens to an administrative organ and the proposals from the administrative organ to the citizens.;SOLUTION: An administration general window site 12 provided with a popular will data base 13 is provided as one site constructed on an idea information site providing system 11 and pieces of terminal equipment 3 of respective self-governing bodies which are the administrative organs are connected to the administration general window site 12.
