PROBLEM TO BE SOLVED: To improve the resolution of image data by setting a transfer rate of specific reproduction picture data corresponding to moving picture data being a recording object, generating the specific reproduction picture data at the transfer rate and applying multiplex processing to the moving picture data and the specific picture data in response to set format information. SOLUTION: A rate information separator 2 analyzes moving picture data being a recording object, separates transfer rate information of a data stream from a header of the data and gives the information to a search rate setting device 9. The search rate setting device 9 subtracts a transfer rate of the moving picture data from a recordable total transfer rate to calculate an idle transfer rate usable for search data. A multiplexer 6 applies time division multiplex processing to the moving picture data in a buffer 5 and the search data stored in a search data memory 4 in the unit of sectors according to a format given by a format setting device 10, applies an output of a data stream to a signal recorder 7, where an error correction code is added and the data stream is modulated and the result is recorded on a recording medium 8.
