An Independent claim is also included for a process for operating a fuel cell. Preferred Features: The catalytic material is suitable for reacting hydrogen and oxygen to form water. The catalytic material is made from platinum in the form of discrete particles and present in an amount so that the electrical conductivity of the proton exchange membrane is the same as that of the proton exchange material.
