The device includes at least one tensioning means (SM) having a mechanical drive and designed to contact with a first coupling member (K1) connected to at least one reinforcement element (V) on one side and with a second coupling member (K2) connected to the structure (B) on the other side. A swivel connection (S1 or S2) with at least one swivel axis (A) arranged at an angle to the tensioning direction (X) is provided in the path of the pre-stress force flow between the connection of the first coupling member with the reinforcing element, and the connection of the second coupling member with the structure.
