PURPOSE: Provided are a vegetation block which is positioned at slope of embankment or the side of road maintaining a revetment of river so as to prevent a washout of earth, and a method for restoring an embankment slope of natural vegetation by using a construction of the vegetation block.. CONSTITUTION: The vegetation block consisting of cement mixed with sand and gravel, is formed by introducing a plurality of vegetable wads(3) into mould for molding the vegetation block(1) and introducing a mortar into the mould, wherein the mortar is produced by mixing vegetable materials such as corn stem or straw which are pressed and cut into predetermined size, and bran or sawdust(2), and cement, sand and gravel, which are diluted to predetermined ratio; the vegetation block(1) is produced by forming porous permeable hole and vegetable hole(4) so as to charge a plurality of vegetable wads(3) by using the mortar; and the vegetable wads(3) are formed by inputting a predetermined amount of earth and seed between vegetable materials cut into predetermined size and bonding the earth and seed and vegetable materials by binder.
