PURPOSE: A method for developing and applying a multi-step user authentication system based on multi-agent is provided to reduce the load of a server by making a client agent perform the encryption, to automatically install a client agent, to reinforce the security force by diversifying the authentication process, and to remove the inconvenience of password management by registering the name of an authentication password with a corresponding password. CONSTITUTION: A user authentication agent for performing the user authentication is prepared in a server(200) and a client(100). In the first user registration, a client user authentication agent is automatically installed. When the user requests the authentication, the encryption is performed by using a user ID and a password. The encrypted data is transmitted to the server through a network. The server determines the accessing of the user by performing the authentication process of a server user authentication agent(201). The authentication process consists of multiple steps. Then, the user ID and password are encrypted and stored. The name of the file for storing the user authentication information is also encrypted and stored in a specific place.
