PURPOSE: A method for controlling initial power of a reserved access mode in an IS(Interim Standard)-2000 CDMA mobile system is provided to minimize the waste of power and access resources and the lowering of system performance by determining a power control bit through the measurement of the receive power of a mobile station and executing initial transmit power control before closed loop power control is started. CONSTITUTION: If a mobile station transmits an access probe to a base station(S11), the base station measures the receive power of the mobile station in order to determine an initial power control bit(S12). Based on the measured receive power, the base station compares it with a threshold and determines the initial power control bit(S13). Then the base station inserts the determined initial power control bit into a channel allocation message and transmits it to the mobile station(S14). If the initial power control bit contained in the channel allocation message is received(S15), the mobile station checks the initial power control bit. In case that the initial power control bit is 0, the mobile station maintains the present initial transmit power as it is and transmits a message to the base station. If the initial power control bit is 1, the mobile station increases the present initial transmit power and transmits a message to the base station(S16). Then the mobile station receives a power control command through a power control channel from the base station(S17) and executes closed circuit power control according to the received power control command(S18).
