PROBLEM TO BE SOLVED: To reduce the cost load by making a self-governing body entrust the management of a health management database for residents to a trader equipped with a server connected to the Internet. SOLUTION: This system is equipped with a means which registers vital data, etc., in a health management database server 3 from a resident's health management terminal device 1, a means which refers to the registered vital data, etc., on the residents from a self-governing body terminal device 2, a means which entrusts diagnosis to an outside medical institution terminal device 4 when the diagnosis can not be taken by the self-governing body, a means which registers a diagnosis result generated by the entrusted outside medical institution terminal device 4 on the health management database server 3, a means for referring the diagnosis result by accessing the health management database 3 from the resident's health management terminal device, a means which calculates the management cost for the database by the health management database server 2 and bills it to the self-governing body terminal device 2, and a means which calculates the cost for diagnosis entrusted to the medical institution terminal device 4 and bills it to the self-governing body device 2.
