PROBLEM TO BE SOLVED: To provide a delivery management center or the like capable of improving efficiency of retrieving operation and lading operation of a load in a physical distribution system. SOLUTION: The delivery management center 3 receives delivery request information from a goods owner terminal 1, provides a delivery request code and certification information, and supplies to a delivery company terminal 5 of a delivery company and a warehouse company terminal 9 of a warehouse company. The delivery company terminal 5 transmits dispatch data indicating detail of dispatch to the delivery management center 3. The delivery management center 3 obtains position information of a dispatched vehicle on the basis of the dispatch data, calculates an estimated arrival time of the vehicle to the warehouse company by using the position information, and supplies the estimated arrival time to the warehouse company terminal 9 together with the delivery request code corresponding to the vehicle.
