PROBLEM TO BE SOLVED: To enable creation of a more realistic simulation model by enabling a user to design easily a movement determining part in the simulation model depending on his demand, in a short time. SOLUTION: Data for the movement determining part of the simulation model in control program data stored in a storage part 15 is converted into a decision table 151, which enables entry and setting of correspondent relationship between condition names representing action conditions of the simulation model and action names representing the actions of the simulation model. A CPU 16 causes the simulation model shown on a display 11 to function, based on the contents stored in the decision table 151.
