PROBLEM TO BE SOLVED: To provide a microbial preparation effective for cleaning the environment of soil, river and atmosphere, enabling effective utilization of organic resources, improving the productivity and quality of agricultural products and reducing the working hours and provide a method for producing the preparation, a composite culture material and a precultured material for the production of the microbial preparation and a method for producing the composite culture material, etc. SOLUTION: A composite culture material and a precultured material are added to a higher organic material, the obtained mixture is put into a culture device having closed and aerated environment at 25-37 deg.C, the water content of the mixture of the higher organic material, the composite culture material and the precultured material is adjusted to 15-35 wt.% and the higher organic material is fermented under the condition.
