SOLUTION: A hoop contg., by weight, 0.01 to 0.2% C, 0.03 to 0.8% Si, 0.4 to 2.0% Mn, 0.025% P, 0.002% S and 0.01 to 0.1% sol.Al, furthermore contg. one or more kinds selected from 0 to 0.5% Cu, 0 to 0.5% Ni, 0 to 1.2% Cr, 0 to 1.0% Mo, 0 to 0.15% Nb, O to 0.1l5% V, 0 to 0.15% Ti, 0 to 0.15% Zr and 0 to 0.005% B and moreover contg. one or two kinds selected from 0 to 0.005% Ca and 0 to 0.01% rare earth metal is passed through a forming roll group and is continuously formed into the shape of an open pipe.
